EZ Texting's Political Traffic Policy

This policy explains what EZ Texting requires of customers who send political text messages in the United States. It applies to candidate campaigns, party committees, political action committees, ballot measure committees and advocacy organizations, and to any message whose purpose is to influence an election, a ballot measure or public policy.

Political messaging sent through EZ Texting is application-to-person (A2P) traffic. It is subject to carrier registration and vetting, to the Telephone Consumer Protection Act (TCPA) and the Federal Communications Commission (FCC) rules that implement it, and to federal, state and local election law. Meeting the requirements below is a condition of sending political traffic on our platform.

Registration and identity vetting

  • Every political sender must complete A2P registration for the number the program sends from. For 10-digit long codes this means a Brand and a Campaign registered with The Campaign Registry (TCR), with the political use case selected.
  • Since 17 February 2026 the carriers require a Campaign Verify authorization token for political traffic on every channel: 10DLC, toll-free and short code. This applies to new and to existing senders.
  • Campaign Verify is open to any candidate, party, PAC or other political committee that is a 527 tax-exempt organization registered with the Federal Election Commission or with a state, local or tribal election authority.
  • An organization that is not a 527 must either hold a confirmed 501(c)(3), (4), (5) or (6) tax-exempt status or complete a political vet before the political use case is approved.
  • Live traffic must match what was registered: the use case, the sample message copy and the opt-in method. Content that drifts from the registration is a common cause of carrier filtering.

Consent

  • EZ Texting requires documented, written opt-in consent from every recipient before the first message is sent. We do not accept purchased, rented or third-party lists.
  • There is no political exemption for automated texts to a mobile phone. FCC rules require the recipient's prior express consent for any autodialed text to a wireless number, and prior express written consent where the text advertises or solicits. The exemption that does exist covers political robocalls to landlines, not texts to cell phones. Only genuinely manual, person-to-person sends fall outside the autodialer rule.
  • Keep the consent record: how the contact opted in, the date, and the exact wording they agreed to. You may be asked to produce it.
  • Do not share, rent or sell an opt-in list to another organization. Consent is given to your program, not to your allies or vendors.
  • If you reuse a contact list from an earlier cycle or an earlier program, the first message of the new program must identify the sender, reference the earlier program the contact opted in to, and carry opt-out instructions.

Opt-out

  • Every message must carry a clear opt-out instruction.
  • Honor STOP, END, QUIT, CANCEL, UNSUBSCRIBE, REVOKE and OPT OUT, and honor any other reasonable request to stop. FCC rules let a recipient revoke consent at any time and by any reasonable means, including a reply in their own words.
  • EZ Texting's SafeSTOP removes a contact automatically when they reply STOP, so the opt-out is applied without manual work.
  • Act on opt-outs promptly. From 31 January 2027, an opt-out sent in reply to one of your programs must be applied to your other unrelated programs as well.

Message content, identification and timing

  • Identify the sending organization in the first message of a program and in any message that asks for money.
  • Federal races must carry the FEC disclaimer, for example "Paid for by the Committee". State and local disclaimer rules vary, and the sender is responsible for meeting them.
  • Do not spoof a sending number or impersonate another campaign, committee, official or agency.
  • The CTIA SHAFT restrictions apply to political traffic: no sex, hate, alcohol, firearms or tobacco content, no profanity, and no depiction or endorsement of violence.
  • Send only between 8 a.m. and 9 p.m. in the recipient's local time. Some states set a narrower window, and the sender is responsible for checking the rules in the states it messages into.

Supported use cases include voter education, get out the vote, issue advocacy, fundraising, volunteer recruitment and coordination, event invitations and reminders, and polling and surveys.

Not supported: defamation of an opponent, knowingly false or misleading claims about the time, place, manner or eligibility rules of voting, voter suppression or intimidation, and misrepresenting who is sending the message.

Sending numbers

Political traffic must be sent from a number that is registered and vetted for the political use case: a registered 10DLC long code, a dedicated short code, or a verified toll-free number. Shared or unregistered numbers may not be used for political programs. Your account team can advise which channel suits the volume and speed your program needs.

Enforcement

Traffic that does not meet these requirements can be filtered or blocked by the carriers, and can put the sending number and the underlying registration at risk. EZ Texting may suspend a political program that sends without valid registration, vetting or consent. See our Trust and SMS Compliance page for how compliance is handled across the platform, and Political SMS Marketing for how campaigns use the product.
